sir,

Government House,

Hongkong, 9th. April, 1908.

It appears clear from Your Honour's letters

of March 25th. and 31st. (which I have the honour to acknowledge)

that had you applied to the Registrar himself in the first instance instead of to one of his subordinate officers, the information you desired concerning the work of Mr. Lee-Jones would have been furnished by Mr. Seth, since it appears that he readily complied with your similar request made to himself

regarding Mr. Melbourne.

2.

I have already informed Your Honour that I

have given directions that you shall be fully informed of any proposed changes in the Registry.

3.

I have in my letter of March 21st. expresB- -ed my opinion on the question of the status of the Registrar, an opinion which I find to be consonant with those of such experienced predecessors in my office as Sir G. Bowen and Sir H. Blake and I have only to add in reply to the final words

of your letter of March 25th. that in my view the Colonial Secretary has nothing to do with the working of the Supreme Court and that I am not dependent on the advice of any single officer in questions relating to it, or to any other matter.

4.

I observe from your last letter that Mr. ...... Seth is fully sensible of the duty he owes to you in supplying you with such information as you may desire, regarding the efficiency of the Staff.

Honour

The Chief Justice.

I have etc.,

(Sd.) F. D. Lugard,

Governor,&c
